Here we will tell the story of the beginnings of our Cadet Program and how we became what we are today.

The NCCC was founded in 1997 by General Victor Ogilvy after realizing that over 80 percent of his officers were misdirected as youths in the pursuit of their military branch qualification. This had the effect of causing many fine Officers to leave the Military before reaching retirement and losing a valuable leader in the process. It took two years to establish the framework, relying heavily on Officers with backgrounds in the BOY/GIRL SCOUTS of America and other outstanding youth organizations.
With each challenge we have encountered, we became stronger in our belief that all young people desire to do, "the right thing" and need only to get the help they need in figuring out what the "Right thing" is. We may provide links to other sites that provide more detail on this philosophy. In Short,"All young people try to do what is right."

Cadets choose their own programs and activities in the Boy Scouts, Girl Scouts, Explorers or Venturers. The requirement for an endorsement by the Center is that the program have a leadership oriented framework and provide vectors to teach leadership and teamwork. Not all Scouting units follow this necessity. Be sure that your unit is not just "lets go Camping and have fun" unit. It must follow the Scouting formula for leadership development and training in order to qualify.

As of 00:01 ZULU on 00:01 1/Jan/08 all Cadet applicants for a Letter of Recommendation for full (Non Military obligation) scholarships, must prove membership in one of these organizations since age 14. This Requirement is currently waiverable under extenuating circumstances.

As you can see in these Photos, Cadets from any  type of interest usually throw themselves into that which excites them with happy hearts. It is our Job to keep it that way: Happy and Heartfelt.

Reliance on Programs such as Scouting can help to keep a young person focused and mindful of obligations but moreover it provides a safe place for the Cadet to explore their interests and gain useful experience in working with others (Teamwork).
